In Crystal, the GS Ball starts a short chain that leads to Celebi at the Ilex Forest shrine.

Step What to do
Pick it up Receive the GS Ball from the receptionist in Goldenrod Pokémon Center 1F.
Ask Kurt Bring it to Kurt's house in Azalea Town and let him check it.
Return later After Kurt is done, he gives the GS Ball back outside in Azalea Town.
Visit the shrine Use the GS Ball at the Ilex Forest shrine to start the Celebi battle.
