Route 21 Guide
Route 21 is the western surf road between Pallet and Cinnabar, turning the south edge of Kanto into a long coastal link.
Travel the route
Route 21 makes Pallet Town feel useful again. Surf south from the hometown shore and the quiet water eventually carries you to Cinnabar Island.
What to find
Battle Fisher Arnold, Swimmer Seth, and Swimmer Nikki. The grass near Pallet is all Tangela and rare Mr. Mime, while the water and rods bring Tentacool, Tentacruel, Chinchou, Shellder, Lanturn, and more. It is calmer than the Fuchsia sea road, but not empty.
Return with a reason
Return when you want the Pallet-to-Cinnabar line, south-coast fishing, or a quieter way to cross Kanto's lower edge than the Seafoam route.
